The Photo Materials Co. Premier is a 30-inch guillotine-style paper cutter made by Photo Materials Co. of Chicago, Illinois. It uses a swinging arm blade mechanism to make straight cuts across paper and photographic prints up to 30 inches wide. The cutting bed features an integrated inch-graduated ruler for accurate cut placement.

This Photo Materials Co. Premier 30-inch guillotine paper cutter is in used condition consistent with its age. The green cutting mat shows significant surface scratching and scoring from prior use. The metal arm, hinge hardware, and ruler bar show rust and surface corrosion, particularly at the pivot and along the arm. The corner of the cutting board near the 30-inch mark shows chipping and accumulated debris. The ruler markings remain legible. The overall structure appears intact and complete.
