The CT7160 was designed for desktop PCs of the late 1990s that could not decode MPEG2 video in software at full frame rate — a common limitation of Pentium-class systems before DVD playback became a standard CPU task. When paired with a DVD-ROM drive and appropriate driver software (Creative's PC-DVD software suite), the card handled all MPEG2 decompression in hardware, outputting video to the monitor via a loop-through or pass-through connection and to a TV via the S-Video or composite output on the bracket. Hardware decoder cards like the CT7160 were widely used in home theater PC setups during the Windows 98 era, bridging the gap between the arrival of consumer DVD-ROM drives (roughly 1997–1998) and processors fast enough to decode DVD in software (roughly Pentium III 500 MHz and above).
